Umbrafer (8:40:43 PM): Apart from the border, Council Island, Vancouver, and a few other spots, the individual tribes make the rules. As such, laws vary decently widely by area.
Umbrafer (8:42:31 PM): The target area is mostly in Sinsearach territory, though you cross through some Salish territory nearer Seattle.
